Compensation: [Starting / Initial] Base Salary Pay Range: $80,000 - $110,000

Overview:
An Outside Plant (OSP) Engineer designs, plans, and maintains the telecommunications infrastructure outside of central offices, including fiber optic cables, conduits, ducts, poles, and towers. This role requires technical expertise in fiber optic infrastructure, designs, civil engineering, project management, and an understanding of regulatory compliance to ensure a stable and reliable network for high-speed internet services.
Responsibilities:
- Oversees Engineering, Construction, and Emergency Repairs of Cogent`s fiber optic network.
- Works closely with Engineering firms, OSP contractors, and internal departments to ensure safety and compliance with Cogent construction standards.
- Works independently over multiple states on complex projects.
- Reviews excavation and construction plans by non-Cogent agencies/organizations/companies for conflict with Cogent’s fiber cable and negotiates changes to remove conflicts.
- Analyzes and prepares cost estimates, scopes of work, specifications, and bid packages.
- Coordinates engineering/construction activities with internal departments (Network Operations, Real Estate, Contracts, and other entities).
- Coordinates fiber splicing activities for construction and ERS with internal field technicians.
- Team leader on major OSP construction/relocation projects and reimbursable jobs.
- Responds to emergency situations (i.e. cable cuts) with guidance on restoration.
- QA/QC of completed fiber activities by contractor and review of fiber testing results.
- Maintains as built drawings of the fiber routes in the area of responsibility and coordinates changes with the CPR and Drafting groups.
- Interfaces with federal, state, County, and City governments for project permitting and approvals.
- Typically manages 3-5 projects per month costing $100K to $5M each.
- Tracks all phases of project funding life cycle.
Qualifications:
- BS/BA (Civil Engineering preferred) or equivalent experience plus 1-5 years of experience in outside plant engineering and construction.
- 3-5 years’ experience in construction and engineering of outside plant fiber projects.
- Working knowledge of cable construction standards.
- Excellent interpersonal and negotiating skills.
Additional Desired Qualifications:
- Project Management experience
- Basic knowledge of CAD systems, GIS and GPS field survey tools.
- Experience maintaining a fiber network.
